Request for proposals: Pilot Evaluation for HPass – A digital one-stop shop for professional development in the humanitarian sector
The Academy is working with a number of partners to develop a new independent service called HPass. HPass will be a digital platform offering a one-stop shop for professional development in the humanitarian sector. Over the past six months, the Academy and its partners have piloted HPass with 34 organisations through the following activities:
- Development and piloting of a digital badging platform
- Piloting of new quality standards for learning and assessment providers, and associated audit services
The overall purpose of the pilot was to trial these components of HPass, in order to further develop the service and offer it more widely in 2019. It was also to gather feedback more generally on the HPass offer in order to launch a user-friendly, relevant, accessible and cost-effective service.
Purpose of the evaluation
The purpose of the evaluation is to draw together the findings of the pilot in order to make recommendations in terms of next steps to fully operationalise and launch HPass early in 2019. The evaluation will recommend improvements to the HPass service offer itself, and make suggestions as to how best to operationalise, resource and market the service. Please refer to the detailed Terms of Reference for specific questions to be answered through evaluation.
Scope of the evaluation
The Academy is seeking a light-touch evaluation, with a final report available by the end of November 2018. The key sources of information will be:
- Pilot terms of reference
- Results of surveys and focus group discussions conducted with participants, coaches and auditors (these responses will be made available to evaluators)
- Other documentation produced throughout the pilot
- Interviews with staff of the Academy and its partners
